Antique inkwell with playing monkeys, carved in stone, Asia, 1920

Ok, I am lost now. Someone told me that this is a salt and pepper set. Someone else told me that this is an inkwell. And a third person added to the confusion by stating with great certainty that this is a little vase for a dressoir.
I really do not know any more. All three suggestions are possible.
Anyhow, it is a funky little thing and beautifully hand crafted. It is from Asia, but I do not know the exact country. And it is rather old.
Dimensions: h 13 cm, w 20 cm, d 5 cm.
